IRS issue
shuttered abortion offices
By JENNETTE BARNES, Standard-Times staff

NEW BEDFORD -- A problem with the Internal Revenue Service is
responsible for the closing of a string of Massachusetts abortion
providers recently, including a New Bedford office, Brookline Police
Capt. John O'Leary said yesterday.
An unrelated 1995 FBI investigation had nothing to do with the closings,
he said.
Alternatives WomanCare on Brigham Street in New Bedford was one of the
closed locations. It was the only practice in New Bedford that
specialized in abortion. The city's only obstetrics practice, Healthcare
for Women, refers women seeking abortions to clinics in Rhode Island,
Boston and Attleboro.
Dr. Howard J. Silverman owned the closed abortion practices in New
Bedford, Brookline and other towns.
Capt. O'Leary said the FBI probe led to an indictment of Dr. Silverman
in connection with allegations that he was telling women their
pregnancies were further along than they actually were in order to
perform more complex and expensive procedures.
Capt. O'Leary said those charges were later dropped.
